Peeta was definitely hurt when he found out Katniss wasn’t really reciprocating his feelings, and Peeta is described in the books as being good with words and can easily manipulate others. So I think people who don’t like him just put that two together and jump into conclusions to suit themselves. It’s the same logic that goes into thinking Katniss and Peeta ending up together is the Capitol winning.
However, I think Suzanne Collins via Katniss, especially in Catching Fire, was very careful in making the distinction that Peeta, though he is a skilled manipulator, he never used that on Katniss to make her feel guilty or pressure her on returning his feelings. For example:
“It’s not necessary. My nightmares are usually about losing you,” he says. “I’m okay once I realize you’re here.”
Ugh. Peeta makes comments like this in such an offhand way, and it’s like being hit in the gut. He’s only answering my question honestly. He’s not pressing me to reply in kind, to make any declaration of love. But I still feel awful, as if I’ve been using him in some terrible way. Have I? I don’t know. I only know that for the first time, I feel immoral about him being here in my bed. Which is ironic since we’re officially engaged now.
Any guilt Katniss may have is from her questioning her own actions towards Peeta, not the other way around. And we see this “guilt” before the victory tour when Peeta did not expose her in front of the cameras, again when she rescinds her offer to run away with him after Gale got whipped, and when she broke her ankle and she want Peeta beside her in bed but she remembers she’s not supposed to wish that anymore.
What I find absurd about the arguments made by those people is Peeta, the guy that was cunning and smart enough to fool the careers into an alliance with him in a life and death situation and who did not just rally the districts but also the Capitol citizens to publicly rage against Snow and the system with just a few words during his pre-Games interviews, did such lousy job in “manipulating” the love of his life into loving him back.
Instead, he gave her space when she asked for it, offered friendship when he realizes what she needs right then was a friend and not a boyfriend, and even though at one point he already knew that she has chosen Gale, he was still there for her (and for Gale). I think it’s very underestimated the number of times Peeta could just have abandoned Katniss and save his own skin and no one will begrudge him for it, but he didn’t.
The one time Peeta attempted to manipulate her feelings is with the locket in the arena, and he was upset when his plan backfired coz Katniss Everdeen wasn’t having it. Well, I’m sure he was happy about her kissing him, but he was upset that Katniss was still trying to actively save him at the expense of herself.
I don’t think you have anything to worry about, I agree that Peeta could have gone into the “nice guy” territory, but he didn’t. He was just a genuinely good person. Not without faults, he throws hissy fits every now and then, and fights with Katniss numerous times but they are quick to make up. He definitely did his share of wound-licking and feeling sorry for himself, but he never intentionally put that on Katniss. If anything, if we compare it to Gale’s actions towards Katniss, it was really Gale who did guilt-tripping and pressuring, but I’m not gonna get into that here.

I know it’s trendy to fight the system and cry that we are all becoming slaves of technology, but this attitude overlooks that computers and phones are tools for communicating. When someone thinks I’m an idiot smiling at a machine, I’m actually smiling at my girlfriend who is 10000 miles away and whom I would have never met if not for these newfangled electronics. As they say: when the wise man points to the moon, the fool looks at the finger.
